The Adams County Transportation Planning Organization (ACTPO) addresses transportation planning, programming, and budgeting issues for Adams County. Appointed by the various interest groups involved in the transportation planning process, ACTPO reviews and makes funding recommendations to the Pennsylvania Department of Transportation (PennDOT) regarding semi-annual updates to the Adams County Transportation Improvement Program (TIP). TIP projects include bridges, highways, maintenance, and mass transit. ACTPO reviews and provides funding recommendations regarding applications to the Transportation Enhancements and the Congestion, Mitigation, and Air Quality (CMAQ) programs as administered by PennDOT. ACTPO meets quarterly. The time and place of all ACTPO meetings are announced in the Gettysburg Times.
2013 - 2016 Transportation Improvement Program
- The Transportation Improvement Program (TIP) is a prioritized list of transportation projects indicating where projected federal, state, and local transportation funding sources will be spent over the next four years.
- Examples of projects include repaving projects, bicycle/ pedestrian trails, road and intersection realignments, transit system improvements, highway capacity improvements, and transportation enhancement projects.
- The TIP covers a twelve year period. The first four years of which are updated every two years.
- The TIP must be fiscally constrained and conform with federal air quality regulations as they relate to transportation.
